European Organisation for the Safety of Air Navigation
EUROCONTROL is the European Organisation for the Safety of Air Navigation. Created in 1963 by six founding members, this civil and military intergovernmental organisation now counts 38 Member States from across Europe. It is based in Belgium with specialised offices in six other European countries.
Our objective is the development of a uniform pan-European Air Traffic Management (ATM) system, perfectly embodied in the concept of a Single European Sky. By reaping the benefits of a fully integrated air traffic management system we also contribute to making European aviation safer, more secure and more environmentally-friendly.
We play a unique role at the European level in coordinating efforts from all aviation stakeholders to achieve common goals.
Mission and Vision
Mission
EUROCONTROL's mission is to harmonise and integrate air navigation services in Europe, aiming at the creation of a uniform air traffic management (ATM) system for civil and military users, in order to achieve the safe, secure, orderly, expeditious and economic flow of traffic throughout Europe, while minimising adverse environmental impact.
Vision
EUROCONTROL’s vision for the pan-European air traffic management (ATM) network is the following: “We drive for a safe and efficient pan-European ATM network to facilitate the sustainable growth of aviation in Europe.”
Our Organisation
As the European Organisation for the Safety of Air Navigation, EUROCONTROL initiates, develops, and coordinates pan-European air traffic management strategies and their associated action plans.This is done in a collective effort involving civil and military aviation stakeholders, the European institutions, and international aviation bodies.
Since its creation in 1963 EUROCONTROL has achieved increased levels of safety in European air traffic management, and has provided continuous quality service to the aviation community.
Strategy and objectives
EUROCONTROL is at the heart of the European air traffic management (ATM) system. The Agency coordinates the efforts from air traffic controllers and air navigation service providers (ANSP) to improve the overall performance, safety and sustainability of European air transport.
This is why EUROCONTROL’s strategy and objectives are firmly based on the strategic objectives defined for the European air traffic management (ATM) system as a whole.
Strategy
EUROCONTROL’s strategy in enabling a better performing, safer and more sustainable European ATM system follows two axes: the implementation of the Single European Sky, and ATM Network improvement and the delivery of efficient pan-European functions and air traffic control services.
In this perspective, the Agency is determined to reinforce industry involvement and to enhance stakeholder partnerships, both of which will result in an improved organisation structure.
Objectives
The main objectives of the Agency are to:facilitate ATM network optimisation through the implementation and development of programmes necessary to achieve the SESAR baseline in 2013; contribute to the SESAR Joint Undertaking and assure consistency in the preparation of the 2020 target concept and beyond;support stakeholders in the implementation of the Single European Sky; enhance civil-military and military-military cooperation and coordination, military harmonisation and the in-teroperability of ATM systems; further improve air traffic flow and capacity management as well as aeronautical information services; develop central functions to prepare for the possible assumption of the European network manager’s role; further develop the route charges system; provide air traffic services in the most efficient way.
Expected results
A number of Agency activities is service-driven and generates direct benefits to aviation stakeholders. But a large number of its other activities will only mature properly when deployed in the ATM system by stakeholders. The Agency has, therefore, a dual role of both facilitator and catalyst for improvements.
The initiatives planned over the period 2009-2013 should deliver:
- safer airspace;
- airspace and network optimisation to make the best use of capacity and improve flight efficiency;
- effective coordination of the European ATM network’s synchronised development, building capacity in line with demand;
- implementation of the initial building blocks of an advanced ATM network in the medium- and long-term.
