French Defense Ministry awards CS control tower and ground-to-air radio system support contract worth up to EUR331M incl. tax

The French defense procurement agency has just awarded a 14-year contract to CS concerning the operational and security maintenance of three major systems within the SCCOA program (command and control systems for aerospace operations).

This contract, negotiated by the defense agency and the SIMMAD*, worth up to €331M (incl. tax), comprises a firm tranche of €53M (incl. tax). Its aim is to ensure support for all local air force control towers, the secure ground-to-air radio communications network, and radio communications for military coordination and control centers. The contract covers more than 30 radio centers, 18 air bases,
5 test platforms, and 6 deployable shelters, representing a total of over 1,000 units of equipment and several tens of millions of lines of code.

This contract will allow the defense agency and the SIMMAD to control the availability and security of these systems in their entirety. CS will be tasked with rationalizing the means of support for these critical systems to guarantee availability, performance, and durability, and to ensure optimum security risk control.

The high level of criticality of these systems, their technological sophistication and the growing threat of cybercrime make security maintenance the cornerstone of security management for the entire life cycle of these systems. Security maintenance relies on the implementation of security monitoring and impact analysis for new vulnerabilities as well as development required for optimum security.

CS is CERT-certified (Computer Emergency Response Team), and builds into these systems the SEDUCS dual cybersecurity solution, which won an innovation award on 9 March (IHS Jane’s ATC Awards 2015). SEDUCS makes it possible to guarantee a high level of security for industrial-scale operating systems, using standard tried and tested techniques that facilitate on-going security maintenance while optimizing maintenance costs.

This strategically important tender confirms the major contribution made by CS to French air defense systems, and its ability to provide long-term support for clients, responding in particular to their requirements of optimum availability, security, and cost control.
