CANSO, the Global Voice of ATM, has welcomed the outcome of the 37th ICAO Assembly as “good news for air navigation.”

During the discussions a number of issues were raised by CANSO on behalf of its members, and during its deliberations, the Assembly:

  • supported CANSO’s call that the principles of a “Just Culture” form the basis for achieving a better understanding with judicial authorities, which is critical to enhancing safety
  • recognised the value of CANSO’s SMS Standard of Excellence and work in the development of safety indicators to enhancing safety
  • accepted CANSO’s call that States take appropriate policy, legislative and regulatory actions so that ANSPs will be able to provide sufficient capacity to meet the world’s air transport needs in a safe, efficient and environmentally-friendly manner
  • agreed that the Global Air Navigation Plan be reviewed and updated to include a prioritisation of actions in advance of the 12th Air Navigation Conference in November 2012.

CANSO Director General Graham Lake said:
“The results of the ICAO Assembly are good news for air navigation and ultimately good news for air passengers. Making progress on issues around Just Culture, endorsing our Safety Management Systems Standard of Excellence, and accepting our call for State action to improve capacity, show that together, ICAO and CANSO can transform global air traffic management performance.
We are particularly pleased that ICAO noted our request that it was time for the Global Air Navigation Plan and its Global Plan Initiatives to be reviewed to ensure that they are aligned with the realities on the ground. If we can overcome the institutional hurdles and ensure strong political leadership, I am certain that we will continue to improve air navigation service safety, capacity, and efficiency, and we look forward to working with ICAO to put their decisions into effect.”
