EUROCONTROL has published specifications for Medium-Term Conflict Detection (MTCD), Monitoring Aids (MONA) and Trajectory Prediction (TP) to support the air navigation service providers in the implementation of high performance Air Traffic Control systems, and in particular, controller decision support tools.

These specifications address the Implementation Phase 1 of the ATM Master Plan, targeting the timeframe 2008-2012 and constitute the baseline for further SESAR delivery in this domain. They were developed by the First ATC Support Tools Implementation programme (FASTI) with active stakeholder involvement in the collection of the current state-of-the-art and best practices, and in the performance of associated validation studies.

“The FASTI programme has worked closely with a large number of stakeholders, and in particular DFS, DSNA, NATS, NAVIAIR, Skyguide, Skysoft ATM and Thales to develop these specifications,” said Chris Brain, FASTI Programme Manager. “The objective is to reinforce the role of the sector planner. This will bring a reduction in the workload of the tactical controller and a more even distribution of workload within the sector team, thereby increasing sector and overall ATM network capacity.”

In addition to the system specifications, FASTI has produced an operational concept and ATC Manual, describing working methods and implementation considerations, as well as information supporting human factors, the safety case and the business case.
The overall objective of FASTI is to coordinate the implementation and deployment of controller support tools across ECAC, complementing the Mode S, Link2000+ and CASCADE programmes by bringing operational improvements in support of sector planning, coordination and monitoring.
