Both the Spanish and Swedish governments have chosen to privatise civil air traffic control services at their airports. In total, this affects 39 Spanish airports with a traffic volume of over 2 million operations, equivalent to three times greater than LFV’s own operations within Production Terminal. LFV has decided to participate in the future procurement process.

As a first step the Spanish government has decided to purchase air traffic control services for 13 airports located all over Spain. These locations include well-known Swedish holiday destinations such as Alicante, Lanzarote and Fuerteventura. The airports are offered as three individual packages which can be granted to different suppliers. The purchaser is the Spanish aviation services provider AENA who is responsible for both air traffic control services and airports.

There is great interest from a few of the larger air traffic control operators in Europe. Organisations such as NATS in the UK and DFS in Germany have already shown interest in operating in Spain and have liaised with partners in Spain in order to participate in the forth-coming procurement process.  LFV, which is one of Europe’s biggest air traffic control operators, has been approached by a number of Spanish companies, to participate in the bidding process.
”It is evident that LFV is seen as a leading operator of air traffic services in Europe and is in demand as a cooperation partner,” says Per Högberg, business area manager at Production Terminal.

The issues have been discussed within LFV, and there is a great interest to run operations outside Sweden with the aim of strengthening the core organisation through larger traffic volumes and the possibility to operate on international markets. LFV intends to participate in the forth-coming procurement process together with one of Spain’s largest construction companies, FCC SA. FCC is an international Spanish group in the construction, installation and service industry which operates on three continents and has a turnover of SEK 120 billion.

The group is already partially operational in the aviation industry through its subsidiary Flightcare/NAVSA which runs its business in three European countries. It is in alliance with  Flightcare/NAVSA that LFV will go through the practical bidding process. LFV and Flightcare/NAVSA have signed an alliance agreement to jointly draft a bid for air traffic control services at the 13 airports which are under tender. The procurement is expected to be finalised at the end of August when AENA intends to announce which consortium will receive the contract to run the 13 towers.
