" I am honored to welcome you here in Yerevan at the ceremony of commissioning of new air traffic management system " Galaxy " and communication systems " Multiphon " M800IP . Thank you all for your interest , for they came from different countries to participate in this ceremony. would like to thank in particular the engineering and technical staff ARMATS , management and originators from "Azimut" for the work done on time, the Italian company SITTI, as well as all those who participated in the creation, installation and implementation of the systems. "

The System "Galaxy" supports the new format FP2012, automated messages in ADXP, use of digital terrain data , the integration of the original plans for the management of operations , integration for air traffic flow management, integration for centralized management SSR- codes, coordination with neighboring flight information centers via Eurocontrol, to free choice of route airspace and the use of flexible vector. To save the redundancy and reliability in the system used three SDP server (primary, hot standby , cold standby), a simulator for training dispatchers, who is also the backup jobs.

When in 2000 at the Yerevan airport introduces system Thales, it was the best at that time in the former Soviet space. Now "Galaxy" has surpassed all expectations. In this new system does not maximize opportunities. If the system "Evrokat", which was , could reproduce and display controller 3 – 4 radar sources, here 150 radar sources. In the system, all done for the convenience of the dispatcher during the air traffic services. There's a lot of tips and warnings. Everything is new.

Armenia plays a key role in regional and global air navigation system as it relates flow of air traffic from Western Europe to the Middle East and Asia. With the continuous growth in air traffic, particularly in the European region ICAO, such modernize ATC systems strongly support the objectives of ICAO, as well as the common goal of a safe, secure, efficient and environmentally sustainable air transport system.

The implementation of the new ATC system should also be considered in the regional context, as neighboring countries and regions are also in the process of modernization of air navigation infrastructure.

The regional Director for European and North Atlantic Office ICAO Louis Fonseca de Almeida as a representative of ICAO, said that this event is very important not only at the regional level, but also at the international global level. If somewhere established air traffic control system, which means that the system as it is installed, tested and piloted in this country, gets kind of startup for the subsequent operation of the market. All works on a global international level when the system is harmonized and used by one part, and subsequently used on an international scale, when there is some kind of assessment by people who have already used it.

The fact that Armenia, as a country of Eurocontrol, introduced this system, which 100% meets the requirements of Eurocontrol, means that the technology even further advanced. It is fully compliant with international standards and requirements on air navigation, air traffic control, which meets all the requirements of Eurocontrol .

This is a very exciting time for the ATM system. Traffic flows are increasing. Therefore in the European Union there is an approach for extending the concept of the "Single European Sky". Eurocontrol for it role is intended to be network manager wishes to make constant efforts to improve the ATM system for all members of Eurocontrol. Today neighboring Georgia becomes a member of Eurocontrol fortieth with January 1st of 2014 .

ATC "Galaxy" complies with ICAO and Eurocontrol, has all the necessary certificates. To date, only knowledge of modern air traffic control systems allows to be equal among the best providers of air navigation services .

Development of "Galaxy" was launched in the year 2008. If we talk about the project for the Armenian ATC center, the tender was announced in May of 2012. In July of the same year of "Azimut" won the tender and in late July, a contract was signed. In late May 2013 was the shipment of the equipment from St. Petersburg to Yerevan. Within 3 – 4 months was the installation and commissioning. Acceptance tests were completed in September 2013. After 6 months of going technical tests on the system requirements of Eurocontrol .

Along with "Azimut" participated in the tender the French company Thales, the Spanish company Indra and Ukrainian Aerotechnica.

The resource in the new system is 10 years, then it is subject to either upgrade or replace by a new system. The main objective of the development of air traffic control system, which now stands its main problem from a technical standpoint is to provide exactly the same information and the controller and the pilot. Manager to possess the same information as the pilot in terms of the forecast trajectory of the aircraft.

Already, by means of observation of the mode "S" we get from the aircraft many parameters – course and speed of the aircraft, vertical speed. This information together with the information obtained from the radar used in the monitoring system.

As for the differences between the new system from the previous one, then , first of all , is the use of so-called Aircraft arrive data ( data obtained from the aircraft ). Second, is the use of Safety Nets (controls air traffic safety) in accordance with the specifications of Eurocontrol. Third, the "Galaxy"- a trajectory based system, ie system based on four-dimensional trajectories of aircraft. These four-dimensional trajectory in the system arise from the receipt of messages from the European Centre for air traffic flow management. Further, these trajectories updated and corrected as manager actions and information from surveillance systems – from radar surveillance systems on multi-position, of ADS-B and so on.

All the basic functions of the system are based on the calculation of the four- dimensional trajectory. "Galaxy" is the only system in the world that uses a three-dimensional model of the Earth . All calculations are made in the system, are made in three-dimensional space. Do not use any projection sphere to the plane. As a result "Galaxy" in principle there is no restriction on the area of ​​information processing, as calculation accuracy in the system, when using this approach, identical throughout the area of ​​information processing .

Should also be noted that the ATC "Galaxy" fully meets the requirements phase of the modernization of the aviation system block adopted by ICAO, as well as many prospective requirements of Phase 1.
